The Senate Tuesday handed a invoice to strengthen the National Oil Spill Detection and Response Agency (NOSDRA) with powers to impose heavier fines and felony penalties for oil spill violations.

The laws, titled National Oil Spill Detection and Response Agency (Establishment) Act (Amendment) Bill, 2026, was handed after the Senate adopted the report of its Committee on Environment.

The invoice seeks to amend the NOSDRA Establishment Act 2006 to offer statutory backing for enough fines and felony sanctions to implement environmental legal guidelines within the petroleum sector.

Presenting the report on behalf of Committee Chairman Senator Olubiyi Fadeyi, Senate Chief Whip Senator Tahir Monguno (Borno North) mentioned the modification addresses persistent air pollution within the Niger Delta.

He mentioned oil spills have continued to devastate the setting and destroy livelihoods, significantly fishing and farming, in oil-producing communities.

According to Monguno, present penalties have failed to discourage offenders, necessitating more durable sanctions.

“The fines are not deterrent enough to deter offenders,” he instructed the Senate, including that the invoice introduces felony legal responsibility for spills that injury the setting and deprive residents of their technique of livelihood.

The Senate dissolved into Committee of the Whole to contemplate the invoice clause by clause and accepted Clauses 1 to 12, together with the brief title, explanatory memorandum and lengthy title.

Upon reverting to plenary, the Senate learn the invoice a 3rd time and handed it.

The regulation is predicted to spice up NOSDRA’s enforcement capability and supply a stronger framework for tackling oil spill violations.

Senate President Godswill Akpabio praised the Environment Committee for its work and congratulated NOSDRA on the extra powers granted by the laws.
