Authorities identified 26-year-old Joan Sebastian Guerrero, a Colombian father authorized to work in the US, as the man fatally shot by an ICE agent during an enforcement operation in Biddeford, Maine.

Federal authorities are investigating the fatal shooting of 26-year-old Joan Sebastian Guerrero, a Colombian father who was killed during an immigration enforcement operation in Biddeford, Maine, on Monday morning.

The incident happened shortly after 7 AM in the city located about 15 miles south of Portland. According to the Maine Attorney General’s Office, an ICE officer was conducting “an enforcement operation related to a final order of removal” when “the subject attempted to flee in a vehicle in the direction of the officer and was fatally shot.” The officer has been placed on leave, which officials said is standard protocol in police-involved shootings.

Neighbors and immigrant rights organizations identified the victim as Joan Sebastian Guerrero, a 26-year-old Colombian father.

According to the Maine Immigrants’ Rights Coalition and Presente! Maine, Guerrero was authorized to work in the United States and had a Social Security number.

Witnesses described a chaotic scene outside the vehicle after the shooting. One witness told the Portland Press Herald that a distressed family member shouted, “You took her dad!” while standing beside a young child “who couldn’t have been older than three” and was still wearing Bluey pajamas.

Images from the scene showed an unmarked white SUV with flashing police lights that appeared to have struck the passenger side of Guerrero’s white sedan. Bullet holes were visible in the windshield. Video also showed agents in green vests marked “POLICE” removing a man from the driver’s seat and placing him in handcuffs, while officers assisted another person lying in the street.

Senator Angus King said Guerrero was not the target of an arrest warrant and stated that ICE agents were not wearing body-worn cameras during the operation.

The Maine Immigrants’ Rights Coalition condemned the shooting. Executive Director Mufalo Chitam said, “We are grieving, we are furious, and we will not allow his death to be treated as routine or inevitable.” Chitam added, “How much more harm must our communities endure before those with the power to act acknowledge that this has gone too far?”

The shooting is being investigated by the Maine Attorney General’s Office, with assistance from the FBI and Maine State Police. According to the report, it is at least the 11th fatal shooting involving federal immigration agents since the beginning of President Donald Trump’s second administration.

Maine Governor Janet Mills said she had been briefed on the incident, stating, “I know that situations like these are alarming and frightening,” and said authorities are working together “to determine the facts of what occurred.”
