U.S. Targets Cybercriminals, Families With Global Visa Ban

The United States has announced a sweeping global visa restriction policy targeting individuals involved in cybercrime, online investment scams and sextortion, with immediate family members of offenders also facing possible travel bans under the new measures.

The policy, unveiled by U.S. Secretary of State Marco Rubio, is part of the Trump administration’s intensified campaign against transnational cybercrime networks accused of defrauding Americans and exploiting vulnerable victims online.

Rubio said the restrictions would apply to individuals found responsible for or complicit in cyber-enabled crimes, including online investment fraud and sextortion schemes, regardless of their country of origin.

According to him, the policy is being implemented under Section 212(a)(3)(C) of the U.S. Immigration and Nationality Act, which empowers the U.S. government to deny visas to foreign nationals whose entry could have adverse foreign policy consequences.

Announcing the measure, Rubio said it aligns with President Donald Trump’s Executive Order 14390 aimed at combating cybercrime, fraud and other predatory schemes targeting Americans.

He described online investment scams, many of which he said are orchestrated by Chinese transnational criminal organisations, as a growing threat to the United States.

“They have defrauded U.S. citizens of at least $10 billion in 2024 alone while fueling corruption, money laundering and human trafficking,” Rubio said.

He also expressed concern over the increasing incidence of online sextortion targeting minors.

“American children also have been specifically targeted by offenders operating overseas for sextortion scams, devastating families and futures,” he said.

Rubio stressed that the visa restrictions are designed to deny safe haven to individuals involved in cyber-enabled criminal enterprises.

“This policy targets individuals responsible for, or complicit in, cybercrime and cyber-enabled crime, such as those involved in cyberscams and sextortion. Immediate family members of individuals engaged in such illicit activities may also be subjected to visa restrictions,” he stated.

The U.S. Secretary of State said the visa policy forms part of a broader strategy by the Trump administration to dismantle international criminal networks through coordinated enforcement actions.

“The Trump Administration is deploying every tool at our disposal—sanctions, prosecutions, asset seizures, extradition requests and international law enforcement cooperation—to dismantle criminal scam networks and impose costs on those who enable them,” Rubio said.

He added that the latest restrictions send a strong warning to perpetrators targeting American citizens.

“By restricting visa issuance to those who are responsible for or complicit in these criminal enterprises, we are sending a clear message: The United States will go after those who prey on our citizens,” he added.

Although the State Department did not identify any specific countries or individuals immediately affected, it clarified that the policy applies globally to foreign nationals involved in cybercrime, cyberscams and sextortion activities.

The announcement comes amid broader immigration reforms by the Trump administration.

Earlier this month, the administration proposed a major overhaul of the U.S. student visa system that would limit most international students and exchange visitors to a four-year stay, replacing the long-standing policy that allowed them to remain in the country for the duration of their academic programmes.

If implemented, the proposal is expected to affect about 1.5 million international students and exchange visitors currently residing in the United States.
