ICPC Hands Over Forfeited Goodluck Jonathan Estate Land in Abuja to FG

The Independent Corrupt Practices and Other Related Offences Commission (ICPC) has officially transferred forfeited land in the Goodluck Jonathan Estate, Kaba District, Abuja, to the Federal Mortgage Bank of Nigeria (FMBN).  

The handover took place on Tuesday at the estate site and was supervised by ICPC Chairman Dr. Musa Adamu Aliyu, SAN, and FMBN Managing Director/Chief Executive Mr. Shehu Usman Osidi.

Dr. Aliyu described the transfer as a major milestone in Nigeria’s asset recovery efforts, stressing the need to return recovered assets to productive public use.

 The land, spanning approximately 27.92 hectares, was originally part of a 2012 housing project by FMBN aimed at delivering 962 housing units.

It was financed through a $65 million loan obtained by Good Earth Power Nigeria Limited in partnership with an American firm.

Investigations revealed that the loan was allegedly diverted, with no houses built and some funds moved overseas through Bureaux de Change.

ICPC filed both civil and criminal cases. While the civil matter has been concluded, the criminal prosecution continues.

On December 11, 2025, the Federal High Court in Abuja, presided over by Justice M. G. Umar, issued a final forfeiture order for two plots (Plot 5: 122,015.80 sqm and Plot 4: 157,198.30 sqm) in Cadastral Zone D12, Kaba District, declaring them proceeds of unlawful activities.

The court directed the ICPC to hand over the properties to FMBN as the victim organisation and mandated both agencies to form a joint committee to supervise construction of the 962 housing units for allocation to intended beneficiaries.

FMBN’s Managing Director commended the ICPC for its professionalism and commitment to putting the recovered land to its original public purpose after years of abandonment.

Dr. Aliyu assured that the ICPC will continue to ensure transparency and accountability in the management of recovered assets in line with Nigeria’s anti-corruption strategy.
