FCSC tightens 2026 promotion exam, introduces scenario-based questions

The Federal Civil Service Commission (FCSC) has commenced preparations to strengthen the quality, competitiveness and credibility of the 2026 examination.

The Chairman of the Commission, Prof. Tunji Olaopa, disclosed this on Tuesday in Abuja during an interactive engagement with resource persons and professional stakeholders involved in the examination process.

Olaopa said the Commission was determined to build on the lessons learnt from the introduction of Computer-Based Testing (CBT) and Multiple-Choice Questions (MCQs) during the 2025 promotion examination.

He noted that the unusually high pass rate recorded in the maiden CBT exercise raised concerns about the depth and discriminatory value of some of the questions used.

According to him, the 2026 examination must go beyond testing basic or common-sense knowledge and instead assess the competence, professional knowledge, experience, judgement and maturity required of officers seeking promotion to higher levels.

The FCSC Chairman disclosed that the Commission was proposing the introduction of scenario-based questions for officers on Grade Levels 16 and 17 to make the examination more rigorous and closely aligned with the responsibilities of Senior Civil Servants.

Under the proposed format, candidates will answer 40 questions, comprising 10 scenario-based questions and 30 multiple-choice questions.

Each scenario-based question will carry two marks, while the remaining 30 questions will attract one mark each, bringing the total score to 50 marks.

Olaopa, however, cautioned the resource persons against making the examination unnecessarily difficult, stressing that the objective was to provide a fair and professional assessment of candidates.

He urged them to draw on their experience as teachers and assessors to develop questions that were challenging, relevant and professionally grounded, while effectively distinguishing officers with the required knowledge and sound judgement.

The Chairman also stressed the importance of integrity, confidentiality and professionalism in the examination process.

He described the Commission as a critical gatekeeper of the Nigerian Civil Service and warned that no individual or interest would be allowed to compromise the integrity of the promotion examination.

Olaopa disclosed that some individuals had previously been removed from the pool of examiners following intelligence reports over attempts to compromise the examination process.

He assured that the Commission would continue to take firm measures to protect the credibility of the examination.

He therefore called on the Resource Persons to uphold the confidence reposed in them and work with the Commission to ensure that the 2026 promotion examination meets the highest standards of professionalism, fairness, integrity and confidentiality.

The Chairman expressed confidence that the experience and expertise of the resource persons would help the Commission further strengthen the examination process and sustain the professional standards associated with the Nigerian Civil Service.
