EU confirms electoral expert mission for 2027 elections

The European Union (EU) has denied reports that it rejected an invitation from the Independent National Electoral Commission (INEC) to observe Nigeria’s 2027 general elections, saying it will instead deploy an Electoral Expert Mission (EEM) for the polls.

The EU Delegation to Nigeria and ECOWAS, in a clarification issued on Monday, described reports that it had declined INEC’s invitation as inaccurate and speculative.

The clarification followed reports suggesting that the EU had ruled out sending an election observation mission to Nigeria because of the deteriorating security situation and alleged hostile treatment of its observers and officials following the publication of its report on the 2023 general elections.

The EU said it had received a formal invitation from INEC dated April 17, 2026, to deploy observers for the 2027 general elections.

According to the delegation, it responded to the invitation on July 28, thanking INEC for the invitation and informing the electoral commission that the EU would field an Electoral Expert Mission for the elections.

“The EU Delegation confirms that it received a formal invitation (not a request) from INEC, dated 17 April 2026, to deploy observers for the 2027 General Elections,” the delegation said.

It explained that the proposed mission would comprise between two and four independent experts who would be formally accredited as observers by INEC.

The clarification effectively distinguishes the EU’s planned engagement in the 2027 elections from the full-scale Election Observation Missions it has previously deployed to Nigeria.

The EU deployed a major Election Observation Mission for the 2023 general elections, with observers assessing different aspects of the electoral process and subsequently issuing recommendations on how Nigeria could improve its electoral system.

It also deployed full-scale missions during previous election cycles, including the 2019 elections.

The decision to deploy an Electoral Expert Mission in 2027 therefore represents a more limited form of electoral engagement, although the EU stressed that it had not rejected INEC’s invitation.

The development comes as preparations intensify for the 2027 general elections, with INEC expected to work with domestic and international stakeholders to strengthen confidence in the electoral process.
