President Bola Tinubu on Tuesday inaugurated the Presidential Working Group on the National Policing Bill, tasked with preparing the legal framework for the rollout of state police across Nigeria.

Represented by his Chief of Staff, Femi Gbajabiamila, Tinubu explained that while the recently passed Constitution Alteration (State Police) Bill, 2026, provides the foundation for a dual policing system, the National Policing Bill will operationalize it.

“The Constitution Amendment Bill establishes the framework for dual policing, but it does not operationalise it. That work is left to the National Policing Bill,” Tinubu said, noting that the legislation would cover policing standards, accountability, human rights safeguards, and federal-state coordination.

The committee, chaired by Gbajabiamila, includes Attorney-General of the Federation Lateef Fagbemi, the National Security Adviser, Inspector-General of Police, President of the Nigerian Bar Association, and representatives of the Nigeria Governors’ Forum.

Fagbemi described the initiative as timely given Nigeria’s security challenges, urging governors to ensure speedy ratification of the constitutional amendment by their state assemblies.

NBA President Afam Osigwe pledged the association’s support but stressed the need for safeguards to prevent abuse of state police.Governor Dapo Abiodun, speaking for the NGF, said governors plan to accelerate passage of the bill in their assemblies, adding that the reform responds to Nigerians’ demand for community-based policing.

He highlighted the success of regional outfits like Amotekun as proof of the effectiveness of localized security.Abiodun noted that if each state deploys about 6,000 personnel, nearly 200,000 officers would be added nationwide to complement the federal police.

He commended Tinubu’s administration for initiating implementation plans ahead of the conclusion of the constitutional process.
