Lagos makes resident registration compulsory for school admission

The Lagos State Government has directed all public and private schools across the state to make valid registration with the Lagos State Residents Registration Agency, LASRRA, a compulsory requirement for the admission and enrolment of learners from the 2026/2027 academic session.

The directive will take effect from Monday, September 14, 2026, with schools required to obtain and document the valid LASRRA registration numbers of learners during admission and enrolment.

The development was disclosed in a statement issued by the Deputy Director, Public Affairs, Office of Education Quality Assurance, OEQA, Adepeju Adeyemi, and made available to journalists on Friday.

According to Adeyemi, the directive was approved by the Commissioner for Basic and Secondary Education, Tolani Alli-Balogun, and would be implemented through the OEQA as part of efforts to establish a comprehensive and verifiable database of learners across Lagos State.

Improving education planning

Alli-Balogun said the initiative would provide the government with reliable information needed to improve planning, monitoring and service delivery in the education sector.

The commissioner explained that registering learners in the LASRRA database would strengthen school record-keeping, improve identification and verification, support effective tracking and provide government agencies with credible information for evidence-based decisions.

Adeyemi said schools had been instructed to capture every learner’s LASRRA registration number in their admission and school records.

She added that schools were also expected to sensitise parents and guardians about the new requirement and encourage those whose children or wards had not been registered to complete the process before the commencement of the new academic session.

According to her, the measure was intended to ensure that learners were properly documented within the state’s resident registration system.

Schools to protect learners’ data

The government, however, directed schools to ensure that learners’ personal information was handled securely and confidentially in line with applicable data-protection regulations.

The Director-General of the OEQA, Dr Sulaimon Olagoke Ogunmuyiwa, said the agency would collaborate with LASRRA and other relevant government bodies to establish procedures for generating and assigning unique Personal Identification Numbers to learners.

Ogunmuyiwa added that schools, parents, guardians and learners would receive sensitisation, registration and verification support as the policy takes effect.

He said compliance with the directive would form part of the OEQA’s routine monitoring and quality-assurance activities in public and private schools across the state.

LASRRA registration remains free

The OEQA Director-General urged parents, guardians and school proprietors to ensure that children, wards and learners were registered with LASRRA before the commencement of the 2026/2027 academic session.

The new education policy comes shortly after LASRRA warned its registration agents against demanding payment from residents for the registration exercise.

The agency had reiterated that LASRRA registration was free and urged residents to report any agent who attempted to collect money for the service.

The General Manager of LASRRA, Bilikis Adebiyi-Abiola, also called on residents to report agents found demanding payment during the registration process.

With the new directive, schools across Lagos are expected to incorporate LASRRA registration details into their admission and learner records from September 14, while parents and guardians whose children are yet to register will need to complete the process ahead of the new academic session.
